In this sense it is not  a parrallel universe that we are talking about but a continuum of universes so to say depending from where we are observing if from. However as in the nature of vibrations, there tend to be fixed level of stable frequencies operating in resonance. These fixed levels may be the clumps of gathered energies in resonance to form the matter or realities that we are experiencing in our dimensions.
